CECIMO & CELIMO

What are CECIMO and CELIMO
 and why does MTA belong to these organisations?

Here we explain what belonging to CECIMO and CELIMO means for the MTA and its member companies.  Further information can be obtained from the CECIMO (http://www.cecimo.be/) and CELIMO (http://www.celimo.com/) websites or please contact Geoff Noon (CELIMO) at the MTA.

CECIMO 'the European Committee for Co-operation of the Machine Tool Industries' was founded in 1950 and currently has 15 member Associations, including all the major EU manufacturing nations as well as Turkey and Switzerland.

Importantly CECIMO owns the name EMO and franchises the right to run this exhibition to Hanover Messe and Fiera Milano.  CECIMO derives an income from this exhibition as do its members, according to their national participations at the event.

Currently UK, which is represented by MTA, has three delegates.  These are Keith Bailey of BSA, who is a member of the Board and a Past President, as well as Phil Sholl of AMTRI and Geoff Lloyd of Heller.

Each year CECIMO holds two General Assemblies, a long one at the end of May and a shorter meeting in the autumn.  Delegates and General Managers meet to discuss issues covering exhibition, economic, research, regulatory and technical activities.

The CECIMO office is based in Brussels where a small permanent staff, headed by the Secretary General, Filip Geerts, undertake the activities agreed by the Board and national delegates at the General Assembly.

As well as the continuing development of EMO, CECIMO is involved with the European Commission in many of the Research and Development projects funded by the EU (but often managed by agencies such as CECIMO).  It played a leading role in the MANTYS project which was completed and presented during EMO in 2005 (see CECIMO website/extranet). It is currently involved with planning for the successor to MANTYS, called MANUFUTURE, which will be funded from the Framework 7 (FP7) programme. A number of important market surveys have been undertaken, including Russia and China.  A study of the Indian market was produced in 2006 and is available to all companies belonging to CECIMO Associations.

Regular market statistics are provided by CECIMO both on trade between member countries and with those markets outside the EU.  At the General Assemblies a major economic forecast is presented to help members with forward planning and to point up any areas of opportunity as well as difficulty.  These economic forecasts are made available to MTA members through the forecasting service.

CECIMO provides a major opportunity to network where the industry can discuss areas of common interest or concern and decide upon co-ordinated actions (ie EU legislation, trade with China, tariff issues, joint research programmes, etc.)

The MTA plays a full and active part in all the activities of CECIMO and believes it provides a vital focal point for the Metalworking sector.

CECIMO has undertaken a strategic review of all its activities in the light of changes in the EU's R&D activities and the need to ensure the future of EMO.  A conference, held in March 2006, discussed this strategy and decisions were ratified at a May General Assembly held in Istanbul in mid-2006. During 2007 the activities of CECIMO will be guided by these new policy initiatives. 

MTA also sits on the Exhibition Project Team (EPT) looking at the future makeup and direction of EMO.

National delegations host the General Assemblies in rotation.  In 2007 the events will be held in Helsinki and Brussels.  The UK is not scheduled to host a meeting until 2010.

CELIMO the European Liaison Committee of Machine Tool Importers - represents the interests of companies who import equipment into the EU from other EU countries, or from outside the EU.  It also represents distributors.  There are 13 member Associations.

In January 2007 MTA took over the Secretariat of CELIMO from Germany and appointed Geoff Noon as Secretary General.

As well as providing important economic data, CELIMO will organise an international meetings of distributors during EMO 2007 (at EMO 2005, more than 100 delegates attended from more than 18 countries).  This is an important meeting which needs to be developed for the future.  A CELIMO members' directory is also produced to coincide with every EMO.

The MTA is represented by Bob Hunt of Star Micronics, who is a member of the Board, and by Paul Maynard, a Past President of the MTA.  A Council Meeting is held once a year, usually in May or June, where economic, commercial regulatory and technical issues are discussed.  This year the meeting will be held in Brussels.

CELIMO liaises with CECIMO whenever possible on matters concerning EU regulations and directives, and proposes to hold workshops at future meetings on the impact of these on importing companies. The two organisations recently held talks about ways of working together more closely.

Some Associations now belong to both organisations as their national Associations represent both Manufacturers and Importers.  In other countries they work together, whilst remaining separate organisations.

CELIMO is undertaking a review of its activities and is asking members to identify three major tasks/topics for the future. These ideas will be discussed and agreed in Brussels.

CELIMO also organises, annually, a Tooling Group meeting for its member companies involved in this part of the industry.  Bill Neal of Roemheld represents the MTA on this Group.

Again the membership of CELIMO provides a very useful networking opportunity for our members to exchange views, information and discuss areas of mutual interest and concern.  The economic forecasts and state of trade presentations provide valuable data for business planning.  CELIMO also opens a window on the machine world outside the EU and how these markets are developing.
